HSE Officer

We are looking for an HSE Officer based in Qatar.

 

Key Responsibilities

·      Monitor workplace activities to ensure compliance with HSE policies, procedures, and Qatar health and safety regulations.

·      Conduct regular site inspections, audits, and risk assessments to identify hazards and recommend corrective actions.

·      Develop, implement, and monitor health, safety, and environmental programmes to reduce workplace risks.

·      Investigate workplace accidents, incidents, near misses, and unsafe conditions, preparing detailed reports and recommendations.

·      Deliver HSE inductions, toolbox talks, safety briefings, and ongoing employee safety training.

·      Ensure the correct use of personal protective equipment (PPE) and enforce safety procedures at all times.

·      Monitor contractor and subcontractor compliance with HSE requirements and company standards.

·      Prepare and maintain HSE documentation, including risk assessments, permits to work, inspection reports, and incident records.

·      Conduct emergency preparedness exercises, fire drills, and evacuation procedures.

·      Monitor workplace environmental practices, including waste management, pollution prevention, and sustainability initiatives.

·      Liaise with management, regulatory authorities, and external auditors on HSE matters.

·      Support the implementation of corrective and preventive actions following inspections and audits.

·      Promote a positive safety culture by encouraging employee participation in HSE initiatives.

·      Ensure compliance with ISO standards, client requirements, and applicable Qatar legislation.

·      Perform additional HSE duties as assigned.

 

Qualifications

·      Bachelor's degree or Diploma in Occupational Health & Safety, Environmental Science, Engineering, or a related discipline.

·      Minimum 3–5 years of experience in a Health, Safety, and Environment (HSE) role, preferably within construction, oil & gas, manufacturing, logistics, or industrial sectors in Qatar or the GCC.

·      Strong knowledge of Qatar HSE regulations, occupational health and safety legislation, and environmental standards.

·      Professional HSE certifications such as NEBOSH IGC, IOSH Managing Safely, OSHA, or equivalent are required.

·      Knowledge of ISO 45001 (Occupational Health & Safety Management Systems) and ISO 14001 (Environmental Management Systems) is highly desirable.

·      Experience conducting risk assessments, incident investigations, safety audits, and emergency response planning.

·      Excellent understanding of permit-to-work systems, PPE requirements, and hazard identification techniques.

·      Strong analytical, problem-solving, and decision-making skills.

·      Excellent communication and presentation skills with the ability to deliver safety training effectively.

·      Proficiency in Microsoft Office Suite and HSE reporting systems.

·      Ability to work independently and collaboratively across multidisciplinary teams.

·      Fluent in English; Arabic is an advantage.

·      Valid Qatar driving licence is an advantage for site-based roles.
